Data governance has become a strategic priority for organizations, but its implementation faces multiple technical, organizational, and cultural barriers. This study proposes a socio-technical framework based on the 5W + 1H model, designed to guide the effective implementation of data governance programs. Using Design Science Research methodology and an exhaustive literature review, the main implementation challenges were identified: lack of clear methodologies, blurred roles, poor strategic planning, and data quality and integration issues. The resulting framework integrates key dimensions aligned with the DAMA-DMBOK guidelines, organized into strategic, operational, and tactical levels. An example of the use of the operational guide is also included.
